The block is called 'Lethas Electric Fan'but it reminds me of carousels and fairy floss from my youth. I hand pieces blocks but with good machine skills, you may choose this method. I added the borders by machine.
Simple Seam Wheel is used to draw a 1/4" seam allowance around shapes cut from templates. Insert lead pencil through center hole and move slowly around the template.
